Allow Special Characters for Caseware Binder files not in Sweeptypes

For non-Caseware files, we automatically change illegal characters into an underscore (configurable) so they can be uploaded. But with Caseware binders, we cannot change file names because it would affect the binder being opened in Caseware from iChannel. So when there are illegal characters in file names in a Caseware binder, iChannel shows an error and will not allow the CW binder to be uploaded. But the user can't remove the illegal characters because that would affect CW from being able to open the binder, so essentially the iChannel user is stuck--they can't upload the binder. But we protect against illegal characters because they cause problems in the database. So this enhancement to both the uploader and Autosweep would allow files to be uploaded as part of a Caseware binder even if they had illegal characters as long as the file type was not in Sweeptypes. Files not in Sweeptypes are not databased, so there is no concern with illegal characters. So by allowing illegal characters in non-Sweeptype files, it means CW binders can be uploaded (or brought in via Autosweep), even if there are illegal characters in the non-Sweeptypes files (which is where the illegal characters are most often).
